Purpose

delivery.

Decision

RESOLVED –
that the Executive:
 
(i)            
Supports the substantial reduction in the Harlequin staff team
to focus solely on the development of a business case for a
medium-term cultural offering for the Borough (based in Redhill if
possible);
(ii)          
Undertakes to receive a further report on the business case
early in 2025 (based on service delivery Option 1, as set out in
the report);
(iii)        
Delegates the implementation of this decision to the Head of
Service with responsibility for Greenspaces, Leisure & Culture,
in consultation with the Leader of the Council, the Deputy Leader
and the Portfolio Holder for Leisure & Sustainability;
(iv)        
Notes the forecast revenue budget implications of adopting
Option 1, as set out in the report, and receives regular updates on
how the forecast overspend is being mitigated through the Quarterly
Revenue Budget Monitoring report throughout the remainder of
2024/25; and
(v)          
To defer the Council Motion of 23 July 2024, until the
appropriate information is available, as set out in paragraphs 24
to 29 in the report to the Executive on 15 August 2024.
