Purpose

In November 2021 Executive considered plans for the comprehensive
refurbishment of Merstham Recreation Ground.

At the meeting Executive agreed the Merstham Recreation Ground
Master Plan and approved the phased implementation of the
refurbishment.

The agreed first phase of works were:

• A network of new footpaths
• A high quality new play area
• A new youth area and shelter
• An outdoor gym
• A new pavilion to include a café kiosk, toilets and
changing rooms to support sports
• New planting, trees, woodland and orchard
• Swales and water management works

Executive also agreed further phases of work, subject to additional
funds being secured, to include:

1. The refurbishment of the existing Tennis Court and MUGA
2. Works to the Albury Farm Moat Site (Ancient Monument)
3. Water channel improvements works to the east of the Recreation
Ground

Executive authorised the Head of Place Delivery in consultation
with the Executive Member for Neighbourhood Services and the
Executive Member for Planning and Place Delivery to alter the scope
of works as necessary, should further project funding be
secured.

Since Executive’s decision the Council has secured additional
funding to deliver further phases of works. This additional
£1.830 funding has now been added to the Council’s
capital programme.

Following the approval of funding from Surrey County Council and
consultation with the Executive Member for Place, Planning and
Regulatory Services and the Executive Member for Executive Member
for Environment and Sustainability, works to the water channel
identified as phase 2 works have now been instructed.

Following a process of design refinement and the securing of
additional funding, it is now intended to instruct the
refurbishment of the MUGA and tennis court at a cost of
£149,658. This refurbishment will include new surfacing,
fencing and equipment.

Decision

As Head of Place Delivery, I authorise the
instruction of the contractor Blakedown Landscapes to refurbish the
Tennis Court and MUGA at Merstham Recreation Ground, which will be
funded from the additional (external) funding that has been
secured.
