Purpose
In November 2021 Executive considered plans
for the comprehensive refurbishment of Merstham Recreation
Ground.
At the meeting Executive agreed the Merstham Recreation Ground
Master Plan.
Executive authorised the Head of Place Delivery in consultation
with the Executive Member for Neighbourhood Services and the
Executive Member for Planning and Place Delivery to:
• “procure and make any necessary consultancy and
contractor appointments for the project, to prepare the necessary
documentation and to obtain competitive tenders for the design and
build as set out in this report.” (recommendation
‘vi’)”
• “award, finalise, agree, sign and execute construction
contracts relating to the project.” (recommendation
‘vii’)”
The proposals include a new vehicular (emergency) access into the
open space and Reigate & Banstead Borough Council will to need
to enter into agreement (S278 Agreement) with Surrey County Council
as highways authority to carry out these works.
To enable the Council to deliver works to the highway adjacent to
Merstham Recreation Ground and create a new vehicular
entrance.
Decision
As Head of Place Delivery, I authorise
entering into a S278 agreement with Surrey County Council to create
a new vehicular access to Merstham Recreation Ground, on Weldon Way
located in the public highway.
Alternative options considered
The Executive Member for Place, Planning and
Regulatory Services has been consulted about entering into an S278
agreement with Surrey County Council and carrying out the proposed
works to the highway.
To not carry out the works do not deliver the new vehicular access
to the Rec.
