Purpose
To delegate authority to accept grant funding
from GMCA and to allow progression of specified brownfield sites
for development.
Content
Cabinet considered a
report of the Director of Economy and Place / Cabinet Member for
Regeneration and Housing which sought approval to accept and expend
Brownfield Land grant funding from Greater Manchester Combined
Authority (GMCA).
The Head of Strategic
Housing (Property) was in attendance to present the report and to
answer the questions and the comments of the Cabinet Members.
Resolved:
1.
That the provisional grant funding offers contained within the
Schedule of Grant Funding annexed to the report be noted;
2.
That authority be delegated to the Director of Economy and Place in
consultation with the Chief Finance Officer to accept and spend the
grant funding once the offer has been received;
3.
That authority be delegated to the Chief Finance Officer to sign
the Grant Funding Agreements between Rochdale Metropolitan Borough
Council and the Greater Manchester Combined Authority (GMCA);
4.
That authority be delegated to the Assistant Director (Legal,
Governance and Coroners) to progress and sign any legal agreements
necessary to enable the delivery of the projects contained with the
Schedule of Grant Funding in the report.
Reason for
decision:
To secure the funding
to enable progress in delivery of the scheme listed in the
report.
Alternatives
considered and rejected:
Without the ability to
take receipt of external grant monies development of those specific
brownfield sites delivery by Strategic Housing / Rochdale
Development Agency would not be viable.
Not to accept the
funding would be a failure to maximise opportunities which would
reduce the ability of Strategic Housing / Rochdale Development
Agency to deliver significant schemes within the Borough.
