Purpose
Members to be updated on revenue and capital
expenditure, commitments and balances of Pennines Township Funds
2023/24 and enable the allocation of funds to proposed
projects.
Content
The Committee gave
consideration to a report of the Director of Neighbourhoods which
sought to update on revenue and capital expenditure, commitments
and balances of Pennines Township Funds 2023/24 and enabled the
allocation of funds to proposed projects.
Councillors Jackson
declared a non-pecuniary interest in reference to the application
for the Littleborough Lantern Parade by
virtue of his position as Trustees of the Arts Festival. Councillor
Besford declared a non-pecuniary interest in reference to the same
application by virtue of his consort being a Trustee of the Arts
Festival. Both Councillors left the meeting room during
consideration of this application and took no part to the
discussion and voting on this application.
Councillors Bamford,
Besford and Davidson declared a non-pecuniary interest in reference
to the application Ellendroad Chimney
Capping by virtue of their position of Trustees of the Ellenroad Trust. All three Councillors left the
meeting room during consideration of this application and took no
part to the discussion and voting on this application.
Resolved:
1.
That the expenditures, commitments and balances for Pennines
Township revenue and capital funds in Appendix 1 and 2 be
noted;
2.
That the decision made by delegated
authority as detailed in Appendix 3 of the report be noted;
3.
That it be noted that the Townships and Communities Manager has
assessed proposed projects to be considered for funding against the
criteria of eligibility for the Pennines Township Fund, the
priorities of the Township and any specific risks have been
identified as per information outlined in Appendix 4 of the
report;
4.
That the Township and Communities Manager, in consultation with the
Chair and Vice-Chair of the committee, be given delegated authority
to make decision on any deferred projects.
5.
That Members consider and approve, refuse or defer the allocation
of funds to proposed projects detailed at Appendix 4 of the report
as follows:

Firgrove Women and Girls Rugby League
Development Programme £14,453 the Committee be minded to
approve the application, subject to the applicant to resubmit his
application (with support from the Township Officer) and the
decision be delegated to the Townships and Communities Manager in
consultation with Chair and Vice-Chair;
PF/08/23 Dearnley
Methodist Church remedial dry rot works - £3,240 approved
Events Fund
PEF/01/23 – Littleborough Lantern Parade £2,793
approved
Capital Fund
PTC/02/23 –
Replacement of Pennines Play Areas refused;
PTC/03/23 –
Inglis Street Waiting Restrictions
£2,500 approved;
PTC/04/23 –
Major Street Waiting Restrictions £2,500 approved;
PTC/05/23 –
Ellenroad Chimney Capping £12,000
delegated to the Townships and Communities Manager in consultation
with Chair and Vice-Chair, pending confirmation and clarification
concerning the insurance cover for the chimney;
PTC/06/23 –
Cricket4All It was decided to defer decision to a future committee
pending the receipt of a lease/license between the club and the
school, confirmation of the number of Pennines members at the club,
confirmation that the necessary Child Protection Policies are in
place.

In considering the report, Members would
decide whether or not to approve the
allocation of funds
to projects as appropriate.
Reasons for decisions:
Management of the
Pennines Township Fund is delegated to the Pennines Township
Committee.
Pennines Township
Funds are allocated to projects that benefit the Township’s
community and environment, and realise the Township priorities.
To enable the
committee to monitor and review the use of the Pennines Township
Funds to ensure continued efficient and effective use of the
funds.
