Purpose
To consider representation received as part of a recent Traffic
Order advertisement.

The Committee gave consideration to a report of the Director of
Neighbourhoods which informed of the objections received in
relation to a Traffic Regulation Order - (i.e.: Borough of
Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various
Streets) (Pennines Township) Order 2008) (Amendment) (No. 88) Order
2023) which had been advertised in line with statutory
requirements.
The Senior Highways Officer attended the meeting and presented
the report, informing that three objections had been received to
the proposed Traffic Regulation Order.
Resolved that the Traffic Regulation Order (i.e.: Borough of
Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various
Streets) (Pennines Township) Order 2008) (Amendment) (No. 88) Order
2023) be approved and implemented as originally advertised.
Reason for the decision:
Highways have made the recommendation to progress the TRO as
originally advertised for the following key reasons:- a) The strong
operational safety justification given compromised road alignment
with constrained forward visibility and restricted carriageway and
footway width arising from parking currently permitted on both
sides; b) The absence of any direct frontage directly adjacent to
the proposed TRO; c) Favourable representation received prior to
commissioning and through more recent scheme advertisement,
including consideration of the very low number and nature of
objections; and, d) Support of statutory consultees including
Greater Manchester Police and Transport for Greater Manchester.
Alternatives considered and rejected:
For the Traffic Regulation Order be amended or withdrawn.
