Purpose
Members to be updated on revenue and capital
expenditure, commitments and balances of Pennines Township Funds
2024/25 and enable the allocation of funds to proposed
projects
Content
The Committee gave consideration to a report
of the Director of Public Health and Communities which sought to
update on revenue and capital expenditure, commitments and balances
of Pennines Township Funds 2024/25. The report also sought
consideration of the allocation of funds to proposed projects.
The Townships and Engagement Officer was in
attendance to present the report and to answer the questions of the
Committee.
Some of the Applicants for the proposed
projects were in attendance to present their applications and to
answer the questions of the Committee.
Resolved:
1.
That the expenditure, commitments and balances for Pennines
Township revenue and capital funds in appendix one and two of the
report be noted;
2.
That the decision made under delegated authority as outlined in
appendix three of the report be noted;
3.
That it be noted that the Head of Townships and Libraries has
assessed the proposed projects to be considered for funding against
the criteria of eligibility for the Pennines Township Fund, the
priorities of the Township and any specific risks have been
identified as detailed at appendix four of the report;
4.
That the Head of Townships and Libraries be given delegated
authority to make decisions on any deferred projects in
consultation with the Chair and Vice-Chair of the Township
Committee;
5.
That the allocation of funds to proposed projects detailed at
appendix four of the report be agreed as follows:

PF/03/24 Hare Hill Park Bandstand
Restoration - Approved £8,101
Capital Decisions –
PTC/01/24 St Andrews Close Waiting
Restrictions - Approved £2,500 Action – Highways
Officer to email Ward Councillors with the final plan, prior to
going to advert;
PTC/02/24 Shore Road Area Waiting
Restrictions - Approved £3,000
PTC/03/24 Smithy Bridge Road Waiting
Restrictions - Withdrawn
PTC/04/24 Wardle Cenotaph and Garden
of Remembrance disabled access path - Approved £11,940.
Action - Try to recover the funding from other Council
budgets.
Reason for decision:
Management of the Pennines Township Fund is
delegated to the Pennines Township Committee.
Pennines Township Funds are allocated to
projects that benefit the Township’s community and
environment, and realise the Township priorities.
To enable the Pennines Township Committee to
monitor and review the use of the Pennines Township Funds to ensure
continued efficient and effective use of the funds.
Alternatives considered and rejected:
Not to approve the allocation of funds to
projects as appropriate.
It be noted that:
Councillor Besford declared a prejudicial
interest in reference to Item 10 – Pennines Township Funds
2024/26 – Appendix 4B - Improvements for Ebor Studio gallery:
refurbishment, accessibility and equipment, by virtue of one of the
Ebor Studio’s associates being part of the Sound Roots’
team.
Councillor Besford left the meeting during the
consideration of this application and took no part in its
discussion and decision.
Councillor Emsley declared a prejudicial
interest in reference to Item 10 – Pennines Township Funds
2024/26 – Appendix 4B - Improvements for Ebor Studio gallery:
refurbishment, accessibility and equipment, by virtue of her role
on the Ebor Board.
Councillor Emsley left the meeting during the
consideration of this application and took no part in its
discussion and decision.
Councillor Emsley declared a prejudicial
interest in reference to Item 10 - Pennines Township Funds 2024/26
– Appendix 4 - 4F - Proposed introduction of No Waiting at
Any Time restrictions along the Smithy Bridge Road area,
Littleborough, by virtue of a close
family connection being affected by this proposal.
Councillor Emsley left the meeting during the
consideration of this application and took no part in its
discussion and decision.
