Purpose
To update members on the Long Term Plan for
Towns, seek delegated powers for the Council to act as accountable
body, endorse the formation and membership of the Town Board,
delegate approval of the Board terms of reference, delegate
approval to submit a 3 year plan for Heywood and accept the
grant.
Content
The Cabinet considered
a report of the Director of Economy and Place / Cabinet Member for
Regeneration and Housing which sought approval of the receipt of
the Department for Levelling Up, Housing and Communities’
£20M funding over a ten year period and for the Council to
act as accountable body for the funding which would be utilised for
Heywood Town centre’s regeneration plans.
The Senior Project
Officer was in attendance to present the information and to answer
the questions of the Cabinet Members.
The £20M funding
for Heywood Town Centre was part of a Long Term Plan for Towns
funding from the Department for Levelling Up, Housing and
Communities which would benefit 55 towns across the UK to
regenerate their town centres.
Resolved:
1.
That the membership of the Heywood Town Board appointed by the
Council and in line with the DLUHC’s guidance be noted;
2.
That it be agreed that the Council would be acting as the
secretariat to Heywood Town Board; the Terms of Reference and the
Code of Conduct of the Heywood Town Board be noted;
3.
That the receipt of the DLUHC’s £20M funding over a ten
year period be approved; it be agreed that the Council would be
acting as the accountable body for the funding;
4.
That it be noted that the Cabinet would receive an annual update
showing progress towards the objectives and outputs of the
plan;
5.
That it be noted that by 1st August 2024, the Heywood
Town Board is to submit a ten year vision and a three year
Investment Plan with the interventions and powers the Town Board
wishes to use over the three years for each investment theme;
6.
That delegated authority be given to the Director of Economy and
Place in consultation with the Portfolio Holder for Regeneration
and Housing to approve the final ten year vision and projects
within the three year Investment Plan;
7.
That delegated authority be given to the Director of Economy and
Place in consultation with the Assistant Director Legal, Governance
and Coroners and with the Portfolio Holder for Regeneration and
Housing to enter into relevant agreements with third party
entities, in line with the Long Term Plan (comprising the ten year
vision and the three year investment plan) for Heywood Town Board
and for the purposes of delivering the programme.
Reason for
decision:
The receipt of the
Long term Plan for Towns grant funding requires approval.
Alternatives
considered and rejected:
Do nothing.
It was a condition of
the funding that the Council acted as accountable body providing
assurance function to assist DLUHC to make sure the funding was
spent appropriately.
