Purpose

To enable the implementation of the Cabinet
decision on 12th November 2024 to introduce a separate Food Waste
Collection Service to meet statutory requirements of Simpler
Recycling in time to meet the deadline of March 2026.

Decision

Delegation of authority to Strategic Director
of Places: Cabinet approval of the purchase of necessary vehicles
to provide the fleet for a new food waste collection using
allocated capital grant funding for the purposes of food waste
collection, to be initially purchased through the current
collections contract so that orders may be placed without delay and
authorises the Strategic Director for Places, in consultation with
the Portfolio Holder with responsibility for Transport, Environment
and Communities to issue a letter of intent in this
regard

Alternative options considered

Not providing a new food waste collection will
not meet the new requirements of the Environment Protection Act
2021 and will not increase recycling rates so is not
recommended.

Delaying purchase of the vehicles until the Deed of Variation is
agreed will mean that the deadline for implementation of the new
service will not be achieved.
