Purpose
To propose new Parking Fees & Charges, and
service offers, requiring On and Off-street Traffic Regulation
Orders changes.
Decision
o propose new Parking Fees & Charges, and
service offers, some requiring On and Offstreet Traffic
Regulation Orders changes to meet revenue ambition for 2025-26 and
beyond.
Further rationale….
Rutland County Council cannot raise the amount of Penalty Charges
as these are nationally set. National government is considering
amounts due to a campaign from authorities asserting that current
amounts do not provide adequate disincentive against parking in
contravention.
Changes are detailed below:
Pay & Display charges increase with exception of 30 mins tariff
remaining free
1 hour from £1.20 to £1.50
NEW 2 hours £2.90
3 hours from £3 to £3.70
Up to 6 hours £5.20 ABOLISHED
Day from £5.80 to £7
Week (Mon-Sat) from £21 to £25
(1 month from £55 to £80 not offered but reserved as
tariff option until such time as practical for pay & machines
to reliably take this amount)
Pay by mobile charges* increase with exception of 30 mins tariff
remaining free
1 hour from £1 to £1.30
NEW 2 hours £2.50
3 hours from £2.80 to £3.50
Up to 6 hours £5.00 ABOLISHED
Day from £5.60 to £6.80
Week (Mon-Sat) from £20.80 to £24.80
1 month from £50.50 to £79.80*
3 month £218.80*
6 month £399.80*
(* if convenience fee differs from that associated with
shorter-term tariff, may be negligibly reduced to pay & display
month tariff or season ticket tariffs)
Note: Convenience fees payable by customers are usually 20p
creating some parity with Pay & Display tariffs but these and
any changes onboarding with National Parking
Platform remain outside of this decision as they are a matter of
future contracts.
Motorcycle charging applies as above for both Pay & Display and
Pay by Mobile in ordinary or marked solo motorcycle or motorcycle
bays.
Blue Badge concession continues to be first 3 hours are free with
options to pay as above after that period.
Kilburn Road Coach Park 24-hour period increases from £5.60
to £6.80. Pick up and drop off (a short-term continuous
activity) is exempt.
Season Tickets:
3 months increases from £175 to £220
6 months increases from £340 to £400
Annual increases from £668 to £775
Barleythorpe Rd residents’ Annual increases from £320
to £380 (original scheme intention was to be half ordinary
annual season ticket)
On-street Permits:
£55 Residents permits increase to £65
£22 Residents permits increase to £26
Non-RCC Carers permits increase from £22 to £26
Dispensations (week) increase from £45 to £55
NEW Dispensation (day) £15
Suspensions (day) increase from £45 to £55 and to
include streetworks and development mitigations and unrestricted
area reservations, (per 6m of linear space)
Suspensions (day) for approved events (per 6m of linear space)
(from £22.50) to £27.50
Coach permission to be charged (from £20) at £25 per
day on top of suspension fees (per 6m of linear space)
Business bay on car parks annual fee, when and where feasible,
increases from £1250 to £1500
Advisory Blue Badge bays, when and where feasible and if not
contractor one-off visits, increase from £280 to £340
with 10% non-refundable admin fee if application unsuccessful, if
contractor one-off visit needed, at cost plus £340 and 10%
admin fee.
Traffic Regulation Orders, if required, to be charged at cost plus
10% admin fee.
Lost car park income to be charged at cost based on day rates per
bay plus 10% admin fee.
Application hand-collection / permit or season ticket hand-delivery
in Oakham & Uppingham increase from £3.50.
Blue Badge clocks £10 with option of delivery cost as
above
Replacement adhesive permit holder £2 with option of delivery
cost as above.
Photocopies per A4 page increase £1 with option of delivery
cost as above
