Purpose
To approve the Waste and Enforcement Policy
2026
Decision
The Waste Policy was last updated in 2024. The
document has now been updated to reflect the introduction of food
waste collections and smaller 140 litre residual bins approved in
November 24 and June 25 to commence at the end of March 2026.
The updated policy strengthens the transparency of potential
enforcement action under s46 and s47 of the Environment Protection
Act (EPA) 1990 in relation to specifying different containers for
the collection of different waste streams including food
waste.
An updated policy will ensure that the existing performance of the
services is updated to reflect the approved changes to the
collection and containers. This is in line with the principles and
the waste management strategy approved in June 25 and will set out
how a fair and consistent service will be provided, to ensure best
practice and to define expected standards. The policy provides a
clear overview of the new recycling and waste services provided by
the Council, ensuring residents understand what is expected of them
and what they can expect to receive from the Council.
Alternative options considered
An alternative option would be not to
implement the updated policy. This is not recommended due to the
need to have robust policies in place in order to effectively
manage the services, particularly in light of the introduction of
food waste collections and smaller black bins.
