Purpose

To award the Green Waste Treatment Contract to
New Earth Solutions Limited (T/A Mid UK Recycling)

Decision

The current green waste treatment contract is
due to end on 31st March 2024.

On 7 November 2022, Council resolved the following:

‘Approves the short-term procurement, direct award or
extension of existing contracts for waste collection, disposal and
recycling to secure interim short term provision, as appropriate,
for a period of up to four years relying on the justifications
contained in this report and delegation of authority to the
Strategic Director for Places in consultation with the Portfolio
Holder with responsibility for Waste Services to award the
contracts. ‘

The procurement process has been conducted by the Welland
Procurement Unit, in line with the requirements of the Public
Contracts Regulations 2015 and the Council’s Contract
Procedure Rules. Following a successful procurement process, New
Earth Solutions achieved the highest overall score.

Alternative options considered

An alternative would be not to award the
contract. This would mean we do not have disposal arrangements in
place for Green Waste treatment.
