Purpose
Following on from a Service Report from a
specialist Contractor, a subsequent quotation for remedial works
for the repairs and refurbishment of the equipment amounting to
£11,900.has been received.
The works consist of a major refurbishment and is classed as
Capital Works. (Major refurbishments or overhauls that extend the
life or value of an asset beyond its assessed standard) a
contingency allowance would be required at 5% of the £11,900
which equates to £600
Capitalised fees amount to 5% allowance which equates to
£600
Decision
North Luffenham Community Centre was built in
1995 on the Site of North Luffenham Primary School and is also the
installation date of the pumped sewage system. System is now 29
years old. CIBSE Guide M is a document used to assess expected
lifecycle of various Mechanical & Electrical Equipment, with
Pumped Sewage systems having a life expectancy of 15 years. The
equipment is now beyond expected life by circa 14 years and has
only had basic maintenance with no previous major overhaul.
RCC Do not own the asset but lease the asset from Peterborough
Diocese on a 99-year lease with 70 years remaining on the lease.
RCC, as tenant, have repair liabilities/obligations under the terms
of the lease of which the system is included.
The Community Centre is managed by the North Luffenham Parish
Council with a Management agreement in place. This management
agreement is limited in passing on repairs and maintenance to the
Parish Council - NLPC will be liable for any repairs up to
£250 (per item) with up to a cumulative annual limit of
£2000.
St Mary & St John’s Primary School have in 2019 connected
onto the system when the Nursery extension was built. Until 2019,
the system served only the Community Centre Wing. They will be
responsible for 50% of any future servicing and ongoing maintenance
costs.
Required works will keep the foul drains running at the Community
Centre Wing and St Mary & St John Primary School Nursery
Extension, and to fulfil the RCC obligations under the lease.
Alternative options considered
If Capital not available – Central
Maintenance fund would be used but as it is a substantial cost a
budget pressure would be reported.
