Purpose
Royce Rangers requested S106 funding to
support the development of a new clubhouse on the Rutland
Showground site through the leisure grant process in 2014-15. The
grant was agreed at the time, (see Meeting of Cabinet on Tuesday,
21st April, 2015 | Rutland County Council (moderngov.co.uk)) but
delays in securing planning approval have delayed the
implementation of the project, however the club are now able to
move the project forward.
Improvements will be funded in part from the Football Foundation.
RCC funding would be from S106 funds currently held by the Council
from Agreements 2013/0392/MAJ and APP/2013/0097/MAJ.
The project will deliver a new building at the Rutland Showground
comprising of a club room, kitchen, meeting area and storage room
along with electrical link-up. To be used primarily by the club but
also available for local community use.
Decision
To support the project with the sum of
£74,000 from S106 contributions.
The transfer of funds will be subject to the receipt of a signed
grant agreement.
Alternative options considered
The alternative option would be to not support
funding for this project. There is funding available from unspent
S106 agreements. There is a risk that unspent S106 monies would
need to be re-paid to developers in due course.
