Purpose
Following on from the Cabinet Decision to sell
part of the Road at Long Row, we will need to amend the plan that
was put forward in the Cabinet Meeting of 11th July 2023. The
Decision was as follows: -
a) APPROVED the disposal of the freehold interest in land at Long
Row Access Road Oakham.
b) AUTHORISED the Strategic Director Places, in consultation with
the Portfolio Holder with responsibility for Property to agree the
final terms, including the precise area of land, generally in line
with the Heads of Terms.
Our acting agents, Innes England, have advised that by using the
original plan/area (please see plan titled ‘Report No
102.2023) RCC will be retaining pavements on either side of the
road and hence leaving us with maintenance responsibility following
the proposed sale to the garage Vendor adjacent, Tim Norton (Tim
Norton Motor Services).
The amended plan (Please see plan titled, ‘002 Long Row
Access Road Red Line Plan Rev A (002)) includes the pavements and
is within RCC ownership. The original size of the road area was
circa 471 m2 and with the additional areas included, Innes England
measured it to 490 m2. The valuation is not affected but in
disposing of the whole road, with the pavements included, RCC will
not be liable for any maintenance here in the future following
disposal.
The Heads of Terms for the proposed sale from our acting agents,
Innes England, are attached. The terms are in line with the Cabinet
Approval and Decision.
