Purpose

Councillor Hannah Edwards passed away on
Wednesday, 4 September. Councillor Edwards was appointed to two
bodies at Annual Council on 20 May 2024, the Carlton Hayes Mental
Health Chairty and the Constitution Working Group. It is proposed
to fill these vacant positions under delegated authority granted to
the Chief Executive to appoint Members to fill positions on outside
bodies, as set out in 10.10.13 of the Scheme of Delegation at Part
3 of the Council’s Constitution.

In accordance with the terms of the delegated authority this
decision is taken in consultation with Councillor Gale Waller,
Leader of the Council, who has also consulted with other political
group leaders on an agreed nomination to the Carlton Hayes Mental
Heath Chairty, and as Liberal Democrat Group Leader has confirmed
her group’s replacement Member on the Constitution Working
Group.

Decision

•To appoint Councillor R Payne as the
Council’s appointed representative to the Carlton Hayes
Mental Health Charity.

•To appoint Councillor C Wise to fill the vacant Liberal
Democrat seat of the Constitution Working Group.
