Salford City Council - Record of Decision (Cabinet)

Paul Dennett, City Mayor, in exercise of the powers contained
within the City Council Constitution do hereby approve:

officers to explore the opportunity and benefits for
the establishment of a Mayoral Development Zone (MDZ) for the
Western Gateway, in partnership with Trafford Council and Greater
Manchester Combined Authority.
·
Note a further report will be brought to Cabinet
detailing the outcome of the opportunity and benefits assessment of
a MDZ with relevant recommendations.
The Reasons are:
To
bring forward significant infrastructure investment in the Western
Gateway growth location to enable or support growth and economic
benefit in Salford.
Options considered and rejected were:
Not
applicable at this stage, consideration to be made and presented
within the future report to Cabinet.
Assessment of Risk:
Low
Further assessment and future
report to Cabinet on the MDZ opportunity will include a risk
assessment to support relevant recommendation.
The source of funding is: Existing
Council budget
Legal Advice obtained:
At
this stage there are no legal implications which arise from the
report.
A
Mayoral Development Zone is a non-statutory entity, unlike a
Mayoral Development Corporation. Under the MDZ arrangements, GMCA
and the two local authorities will incorporate the use of their own
powers when required. Decisions relating to the Salford locality
will be subject to the Council’s governance procedures and
must be approved through the Council’s decision-making
processes.
Financial Advice obtained:
At this stage there are no financial
implications whilst an assessment of MDZ opportunity for Western
Gateway is undertaken. Costs will be met from existing
resource.
Procurement Advice obtained:
At this stage, there
are no direct procurement implications for the Council linked to
the recommendations.
HR Advice obtained:
No
comments have been sought on HR implications
Climate Change Advice obtained:
Previous economic assessments of the Western
Gateway growth location have identified significant savings on
emissions linked to the eventual completion of Port Salford as a
tri-modal port. As part of the
assessment of a MDZ, this will be taken into account as a benefit
alongside consideration of disbenefit from the proposed development
in the area.
