Paul Dennett, City Mayor, in exercise of the powers contained
within the City Council Constitution do hereby approve:
That public consultation on the draft Strangeways and Cambridge
Strategic Regeneration Framework can be undertaken on the basis
that the final version will be brought back to a future meeting for
endorsement.
The Reasons are:
To
seek views on the proposed framework for the Strangeways and
Cambridge study area and its associated documents.
This will enable final versions of the SRF and associated
documents to be prepared and brought forward for endorsement by the
City Council at a future date.
Once the final version of the SRF has been endorsed, it will
become a material consideration for the City Council as Local
Planning Authority.

Not to undertake public consultation:
Therefore this option was
rejected.
The Strangeways and Cambridge SRF will not
form part of the Council’s Development Plan but it would be a
material consideration for the Council as a Local Planning
Authority when determining any applications within the SRF area.
Formal public consultation should
therefore be undertaken.
Assessment of Risk: Low
The new Salford Local Plan sets out the ability to
remove the protection of the area as an existing employment area
through masterplanning with Policy AP5.
Furthermore, the SRF has been designed to comply with the Salford
Local Plan.
The process of consultation will comply with
statutory requirements and provide a detailed programme of events
and methods of communication to ensure residents and businesses
have a considered understanding of the work and its
impacts.

If the draft SRF is approved by the City
Council, it will not form part of the Council’s Development
Plan but it would be a material consideration for the Council as a
Local Planning Authority when determining any applications within
the SRF area.

The Strategic Regeneration Framework has been
written with the need to create an environmentally sustainable area
specifically in terms of how people arrive and move around the area
and measures to improve climate resilience through SUDs and flood
mitigation measures along the River Irwell.
The framework has been designed to comply with
Policies WA4 and WA5 from the Salford Local Plan:

Policy WA4: Development and Flood
Risk: Development shall take
opportunities to reduce flood risk wherever practicable.
·
Policy WA5: Surface Water and Sustainable
Drainage: Development shall ensure that
surface water across the whole site is managed in a co-ordinated,
sustainable way, helping to minimise flood risk and water
pollution, promote biodiversity, and secure compliance with the
North West River Basin Management
Plan.
