City Council - Record of Decision
 
I, Councillor McCusker, Lead Member for Planning, Transport and Sustainable
Development, in exercise of the powers contained within the Council
Constitution, do
hereby:
 
Authorise the making of the Traffic Regulation Order below,
in the modified form, as agreed at the Lead Member Briefing held on
11th June 2025, and as set out in Appendices 5a and
5b.

 

TRO 2549: City of Salford  (Crosby Avenue,
Walkden, Salford)

(Prohibition of Waiting) Order 2025
 
The
Reasons are:
That
the necessary action be taken under the Road Traffic Regulation Act
1984 to advertise the intention to make the Traffic Orders to
introduce ‘TRO 2549: City of Salford  (Crosby Avenue,
Walkden, Salford) (Prohibition of Waiting) Order 2025’ to
create safe environment for all road users.
 
Options considered and rejected were:
The original scheme is detailed
in the report.  Following consideration
of the representations received, officers recommended introducing
the scheme in a modified form, as set out in the
report.  After being notified of the
Lead Member Briefing, two objectors withdrew their objections to
the road hump, due to the avenue having become much busier since
the new site had been occupied, and them being concerned regarding
the speed of the vehicles now using the avenue.  At the meeting, the officer recommended that the
road hump be installed and that reduced waiting restrictions be
implemented.
 
Assessment of Risk:
The restrictions will be signed
in accordance with the Traffic Signs Manual and Traffic Sign
Regulations and General Directions. (TSRGD 2016).

The scheme is funded and
delivered by the developer.
 
Legal
Advice obtained:
The Council, by virtue of the
Road Traffic Regulation Act 1984 can introduce orders to manage
traffic. Where Traffic Regulation Orders are required, they should
not give rise to any particular legal implications provided the
works and procedures are carried out in accordance with the
relevant statutory requirements, which would include the
consideration of any objections to a proposed traffic regulation
order.
