Record of Decision
Sale of market sale properties
and transfer of social, affordable and shared ownership homes
developed by the Council at Longshaw Drive, Little Hulton to
Dérive RP.
I Paul Dennett, City Mayor, in exercise of the powers contained within the City
Council Constitution do
hereby:
Approve the disposal of 30 properties in
the remaining phases of development at the Longshaw Drive site
for market sale to individual purchasers at the estimated values
set out in the report by way of freehold transfer, with further
approval to be delegated to the Executive Director of Place to
agree any variations or sales incentive packages in line with
market evidence.
Approve the disposal of 20
properties in the remaining phases of development for shared
ownership sale to Dérive RP at the
values set out in the report by way of freehold
transfer.
Approve the disposal of 44
properties for social rent and 42 properties for affordable rent in
the remaining phases of development to Dérive RP at the values set
out in the report by way of freehold transfer.
Approve the lending of £3,725,537 (plus legal fees and
associated costs) to Dérive RP to fund the
acquisition of the shared ownership units, subject to drawdown of
Homes England shared ownership grant funding.
Approve the
lending of £11,887,685 (plus legal fees and associated costs)
to Dérive RP to fund the
acquisition of the social and affordable units, subject to drawdown
of Homes England affordable rent and social rent grant
funding.
Note the tenure mix, phasing and sales programme for
the remainder of the development as set out in the report,
comprising 159 units.
Delegate authority to
the Executive Director of Place in consultation with the S151
officer to: negotiate, agree, and finalise the detailed terms of
the transaction, including such arrangements on estate management,
repair and service charge and title matters.
Authorise the Shared
Legal Service or externally appointed solicitors to prepare all
necessary documentation and to take all steps which are required to
give effect to the above recommendations.
The Reasons are:
To authorise sales values of
remaining market sale plots for marketing for sale to individual
purchasers and transfer and loan values for disposal of 106 homes
to Dérive RP.

The source of funding
is: Housing Capital Programme,
with loan to be repaid by Dérive
RP over 50 year term.
