I, Councillor Mike McCusker, Lead Member for Planning, Transport and Sustainable
Development, in exercise of the powers contained within the Council
Constitution, do
hereby:
 
Authorise the making of the Traffic
Regulation Order below, in the original form, as set out in the
report:
 
TRO 2307:
City of Salford (Various Roads, Salford) (Speed Limits and
Amendment) Order 2025
 
The
Reasons are:
That
the necessary action be taken under the Road Traffic Regulation Act
1984 to advertise the intention to make the Traffic Orders to
introduce ‘TRO 2307: City of Salford (Various Roads,
Salford) (Speed Limits and Amendment) Order 2025’ to
create safe environment for all road users and improve air
quality.
 
Options considered and rejected were:
Officers recommend that the
scheme be authorised as originally advertised.
 
Assessment of Risk:
The restrictions will be signed
in accordance with the Traffic Signs Manual and Traffic Sign
Regulations and General Directions. (TSRGD 2016).
 
The
source of funding is:
The scheme is funded and
delivered by TfGM and developer.
 
Legal
Advice obtained:
The Council, by virtue of the
Road Traffic Regulation Act 1984 can introduce orders to manage
traffic. Where Traffic Regulation Orders are required, they should
not give rise to any particular legal implications provided the
works and procedures are carried out in accordance with the
relevant statutory requirements, which would include the
consideration of any objections to a proposed Traffic Regulation
Order.
 
Financial Advice obtained:
The scheme is funded by TfGM
and Developer. This means that the implementation of the Traffic
Regulation Order (TRO), including any signage updates or
administrative costs, will be fully funded by Transport for Greater
Manchester (TfGM) and a private developer involved in the related
infrastructure projects. There are no direct financial costs to
Salford City Council indicated in the report. Although further
scrutiny will be done to the monitoring of these funds at the DDN
stage.

Climate Change Advice obtained:
In Greater Manchester, surface
transport is responsible for about 31% of the region’s
greenhouse gas emissions, and most of that (98%) comes from the
internal combustion engines of vehicles.
A cost benefit analysis of the
GM Investment-led Clean Air Plan has been carried out, including
consideration of environmental impacts. This shows a medium to high
magnitude positive impact on carbon emissions. Implementation of
the speed restrictions on the A57 Regent Road is included in the GM
Clean Air Plan with the intention of improving air quality and
reducing greenhouse gas emissions by improving congestion and
reducing associated vehicle idling and inefficient driving
patterns, such as frequently accelerating and braking.
 
Therefore, implementation of
the GM Investment-led Plan measures on the A57 Regent Road
including speed restrictions will be complimentary to the Salford
City Council Carbon Management Plan and Climate Action Plan, as
well as the Greater Manchester Five Year Environment
Plan.
