Salford City Council – Record of
Decision
 
I Paul Dennett, City Mayor,
accept the recommendation of the Procurement Board and in exercise
of the powers contained within the Council Constitution do hereby
approve:
 

·     
that the Salford Healthy Child programme (SHCP) 0-19
service be procured in accordance with the Council’s Contract
Procedure Rules using the NHS Provider Selection Regime competitive
process, and
 

·     
that an exemption under the Council’s Contract
Procedure Rules be approved authorising the extension of the
existing  contract for Salford Healthy
Child Programme (SHCP) 0-19 Service with the Northern Care Alliance
for a period of 6-months to enable the procurement exercise
referenced in recommendation 1 (above) to be undertaken, as
detailed in the table below:

The Reasons are:
·     
The 0–19 Healthy Child Programme is a
nationally mandated public health service.
·     
Market Engagement has indicated that there is a
market for this service at the revised annual value of £6.4m
and on the term of 5 years with the option to extend for a further
2 year.
·     
The current contractual agreement with NCA ends
31st March 2026; a six month extension is required to
allow safe mobilisation of a new contract.
·     
Without an extension, there would be a high risk of
no service provision, impacting statutory obligations and child
safeguarding.
 
Options considered and rejected
were:
·     
Direct award of a longer-term contract to NCA: ruled
out due to lack of clarity on provider’s long-term
position.
·     
Open procurement without extension: not feasible
within timeframe, risk of service gap.
 
Assessment of Risk: High: mandated statutory
service:
·     
Risk of no provider in place without short
extension.
·     
Mitigated by procurement timetable, extension
period, and open-book accounting with NCA.
