The Reasons are:
Salford City Council (SCC) aims
to deliver smart energy systems that will deliver an impact against
the city regions carbon neutral 2038 target, build on the local
economy and make energy supply more affordable for SCC. The
programme is a key part of GMs work to decarbonise its public
estate. Key to achieving this target is increasing investment in
local, smart energy infrastructure.
 
SCC is seeking to install solar
PV at up to 9 sites across the city as part of its contribution
towards Greater Manchester’s target of becoming a
carbon-neutral city region by 2038. This project would see up to
860kWh of renewable energy generation added to the estate as well
as reducing SCC’s carbon emissions by over 140tCO2e per
annum.
 
Options considered and rejected
were:
To not undertake the project
would mean the proposed measures at each
site will not contribute towards Salford and Greater
Manchester’s target of becoming a carbon-neutral city region
by 2038. To not undertake the investment would mean lost
opportunity to reduce revenue spend on electricity and reduce
carbon emissions.
 
Assessment of Risk:
The programme will have a risk
register in place and mitigation measures.
 
The programme is low risk as
the roof and structural surveys that are to be undertaken will
de-risk the sites by identifying whether they are able to proceed
as planned and highlight any site
constraints.  
 
If we do not take this approach
the risk is that we will delay the installation of additional
renewable energy assets and associated budget and carbon savings
for the council. 
 
The source of funding
is: £845,900 Total

£750,000 Invest to Save - Planning Policy and
Climate Change – 2025/26.
·    
£ 95,900 – GMCA Mayoral Renewables Fund
