Decision
I, Councillor Tracy
Kelly, Statutory Deputy City Mayor, in exercise of the powers
contained within the City Council Constitution, do hereby:
Approve the Strangeways and Cambridge Strategic Regeneration
Framework and request that is it taken into account as a material
planning consideration.
The
Reasons are:
Once the final version of the
framework has been approved, it will become a material
consideration for the City Council as Local Planning
Authority.
Options considered and rejected were:
1.
Not to develop the framework. In 2023, an
opportunity arose to work with Manchester City Council in a joint
commission to develop a Strategic Regeneration Framework (SRF) for
both the Strangeways and Cambridge areas. This provided an
opportunity to address the issues that affect the Cambridge area,
including future flood risk, development pressures and anti-social
behaviour.
2.
To develop the framework as an adopted Supplementary
Planning Document. Although it will not
be adopted, it will not carry less weight than it if were –
it will be a material consideration regardless of the approach to
its approval, particularly given the processes involved in its
production. Ultimately the exact weight to be attached to the
Strangeways and Cambridge SRF will be for the decision maker having
regards to the specifics of a development
proposal.
Assessment of Risk: Low
The new Salford Local Plan sets
out the ability to remove the protection of the area as an existing
employment area through master-planning with Policy AP5.
Furthermore, the SRF has been designed to comply with the new
Salford Local Plan.
The process of consultation has
complied with statutory requirements.
The source of funding
is: N/A
Legal
Advice obtained:
If the SRF is approved by the
City Council, it will not form part of the Council’s
Development Plan but it would be a material consideration for the
Council as a Local Planning Authority when determining any
applications within the SRF area.
Financial Advice obtained:
In 2023, an opportunity arose
to work with Manchester City Council in a joint commission to
develop a Strategic Regeneration Framework (SRF) for both the
Strangeways and Cambridge areas. A
draft SRF was presented, which was endorsed by Cabinet, and
approval was given to undertake public consultation on the
strategy.
Public consultation
subsequently took place between Wednesday 26th March to Monday 26th
May 2025.
In response to this
consultation, amendments have been carried out following a
considered review.
The Strangeways and Cambridge
SRF will be a material consideration for future planning
conditions, once approved by Cabinet from November
2025. The strategy itself does not
commit the council to any direct expenditure and any council-led
development within the SRF area will be assessed on a case-by-case
basis and a funding strategy will be created to support early
opportunities and long-term delivery.

Climate Change Advice obtained:
The Strategic Regeneration
Framework has been written with the need to create an
environmentally sustainable area specifically in terms of how
people arrive and move around the area and measures to improve
climate resilience through SUDs and flood mitigation measures along
the River Irwell.
The framework has been designed
to comply with Policies WA4 and WA5 from the Salford Local
Plan:

Policy WA4: Development and Flood
Risk: Development shall take
opportunities to reduce flood risk wherever practicable.

Policy WA5: Surface Water and Sustainable
Drainage: Development shall ensure that
surface water across the whole site is managed in a co-ordinated,
sustainable way, helping to minimise flood risk and water
pollution, promote biodiversity, and secure compliance with the
North West River Basin Management Plan.
