The Reasons are:
On 22nd
July 2023 Salford was successful in obtaining the powers as part of
Tranche 2 to enforce those moving traffic offences (MTO) contained
within Part 6 of the Traffic Management Act 2004. These have been
devolved down from the Police as civil contraventions to allow
Local Authorities to undertake enforcement at strategic locations
in order to minimise the levels of congestion on their network. The
type of offences that can now be enforced include contravention of
one-ways, banned turns and yellow box blocking.
 
In order to ensure
consistency in delivering the new MTO enforcement and so as not to
add another layer of complexity in the back office processing of
contraventions it was considered the most prudent route would be to
assess the suitability of the current camera providers to determine
which one should be awarded the contract for the procurement of new
equipment to enable Part 6 enforcement.
 
The Traffic Technology
and Associated Services framework allows a contract to be directly
awarded and as both the current providers are contained on this
framework this is the route that has been chosen so allowing us to
direct award.
 
Both Suppliers
provided costs for the initial 7 sites hot spot sites elected by
the Council and both suppliers took part in a trial installation.
As a result of both the Price and Quality comparison it has been
determined that the contract for procurement of equipment plus 5
year maintenance should be directly awarded to Videalert through
the TTAS Framework. It will be the intention that any new sites
requiring MTO enforcement will also be procured from the same
supplier going forward to maintain a consistent
approach.­­­­­­­­­­­­­
 
Procurement Board
approved this approach on 25th July 2025.
 
The City Council have been
working with TfGM and the Greater Manchester Districts and have
gained approval for an Investment Led Clean Air Plan, rather than
the previously approved charging Clean Air Zone across the region.
As well as investment in new buses and taxis, there are a limited
number of local measures required in Salford and Manchester. This
includes a 30mph speed limit and adjustments to traffic signals on
Regent Road as well as some local highway measures in the St Johns
area of Manchester City Centre. The modelled results indicate
delivering compliance in air quality terms, with the Government
agreeing with the results and supporting the Investment Led Plan in
January 2025.
 
To ensure the modelled results
are reflected on the network, compliance with the restrictions in
place need to be enforced. The proposal at Regent Road is to carry
out enforcement of the yellow boxes to increase compliance and
ensure, insofar as possible, that the network operates as modelled
and delivers the modelled outcomes in air quality terms. To assist
with compliance in Manchester it is intended to enforce the yellow
box at Trinty Way/Irwell Street junction.
 
This approach was presented to
and approved at Property/ Regeneration Briefing on 8th
September 2025.

When commissioning
contracts for the provision of goods, services or the execution of
works, the Council must comply with the provisions of public
procurement legislation which requires that contracting authorities
treat candidates equally and in a non-discriminatory way and act in
a transparent manner. In addition, the Council is required to
comply with the requirements of its own Contractual Standing Orders
(CSO’s), failing which the award of a contract may be subject
to legal challenge. CSO’s stipulate that where a suitable
framework agreement exists, this must be used unless there is an
auditable reason not to.
 
The Council can call
off the goods/services from one or more of the providers who have
been selected to be on the Framework, and this may be through
mini-competition or direct award, as in this instance. A contract
will then be formed between the Council and the chosen provider/s.
The Council will need to have followed the procedure set out in the
Transport, Technology and Associated Services Framework to ensure
the requirements for direct award are met, and assuming that this
be the case, the procurement procedures set out therefore appear
robust and compliant with the requirements of CSO’s and
public procurement legislation.

The source of funding
is: Joint Air Quality Unit Funding (Central Government) via GM
Clean Air Plan Fund (Expenditure Code: D00470).
 
Comments: This report
seeks approval to procure, install and maintain the cameras on
Regent Road to implement moving traffic offence enforcement in line
with the GMCAP proposals.
 
This is being financed
from within the agreed highways capital programme 25-26, using
funding received from the GM Clean Air Plan fund. All spend should
be closely monitored and scrutinised.

This procurement was direct awarded under the Traffic Technology
and Associated Services framework of which our two providers of
CCTV cameras were listed. We didn’t go out to formal
quotation because we wanted to utilise the two companies we already
have contracts with to remain consistent in our approach. To do
this we asked both companies to trial both products and evaluated
accordingly. Videalert was the company chosen.
 
We gained approval for an Investment Led Clean Air Plan, rather
than the previously approved charging Clean Air Zone across the
region. To maintain the consistent approach we are utilising
Videalert cameras. This exception is to move forward with that plan
for the supply and maintenance of the cameras.

The traffic model,
which in turn informs the air quality model which has been approved
by Government 'assumes' that drivers obey the rules. In order to
ensure that these models are accurately reflected, it is important
to try, insofar as possible that this is reflected on the highway.
Keeping the junctions free will facilitate the modelled outputs and
contribute towards the GM Clean Air Plan. There will be some road
safety benefits as well as potential improvements for bus, cycle
and pedestrian movement.
