Salford City Council - Record of Decision (Cabinet)

Paul Dennett, City Mayor, in exercise of the powers contained
within the City Council Constitution do hereby approve:
The
acceptance of the GMCA A Bed Every
Night (ABEN), Cold Weather and Community Accommodation Service 3
Grants.
The Reasons are:
To
enable Salford City Council to deliver much needed accommodation
and support to people at risk of rough sleeping and those leaving
custodial settings.
Options considered and rejected were:
Not
accepting the grant which would have reduced valuable services to
residents
Assessment of Risk:
Low
risk if grant is accepted
The source of funding is:

Legal Advice obtained:
The grant agreement has been produced by the shared
legal service and is in line with previous agreements for the
provision of the ABEN and CAS3 programmes. Principal Solicitor Tony
Hatton at legal services has confirmed that it is in
order.

On-going budget
monitoring of the ABEN and CAS3 budgets show that the service is
financially secure for the 2022 to 2025 programme. It would be
beneficial for the grant payment to now be made.

Recruitment of staff has already taken place as the scheme has
been in operation since 2018. As such no new recruitment is
requested and it is a positive that this funding secures the
employment of the team from 2022 to 2025. Although the funding to
the scheme has reduced year on year since April 2022, there is no
impact of this on staffing levels. Should the scheme not continue
or reduce beyond March 2025, then further considerations will need
to be made at that point about workforce impact. It may be worth noting the close monitoring of
staffing, turnover and further opportunities throughout the
organisation will reduce any costs of redundancy should the grant
cease.
