Decision
 
I
Councillor Tracy Kelly, Deputy City Mayor, in exercise of the
powers contained within the City Council constitution do hereby:
 

1.    Note that development work
is underway at a salford and a greater manchester level to
understand what a longer-term e-scooter hire scheme may look like
in the region beyond the current trials, subject to future
legalisation of e-scooters being approved by central
government.

2.    Approve Salford City Council granting
an extension to the e-scooter trial that is scheduled to end on 31
may 2026, this being in accordance with dft extensions of the
national e-scooter trials.

 
The Reasons are:
 
As a result of the COVID-19 pandemic in early
2020, trials of rental e-scooters were brought forward by the
Department of Transport (DfT) and available to any local area that
expressed an interest. The trials were initially proposed to last
for a one year period ending in July 2021 with the purpose of
informing future legislation on e-scooter use. 
 
The current trial period is due to end on 31 May
2024, and the DfT has recently announced that trials will now be
extended until 31 May 2026. Following discussions with Salford City
Council’s procurement team it has been deemed an opportune
time to retender the contract providing a potential new operator
and a fixed term contract to match the new trial
length.

were: Termination of the
e-scooter trial in Salford
 
Assessment of Risk: Low.
 
Source Of Funding: Trial costs and any costs
incurred by SCC are covered by the operator (Lime). As this is an
extension of the trial the risk has been previously assessed and
has not had any negative implications for SCC in the first year of
operation.

The e-scooter trial
is due to end on 31st May 2024, with a further extension
proposed by the DfT. We are separately looking to extend the trial
and hope to run the retender process in April 2024, to enable a
handover to a potential new operator in time for the start of the
extension of the new trial period, from the 1st of
June.
 
The decision was
intended to go to the Property and Regen briefing on Monday
11th March 2024, which allowed sufficient time between
the decision and the Procurement Board meeting. Unfortunately, due
to the Lead Member being unavailable the Property & Regen
briefing was cancelled. 
 
 
 
The new dates are as
follows: Property and Regen Decision Mon 25th March,
Procurement Board meeting Wed 27th March.
 
We seek to allow the
Procurement board to decide on the retendering of the e-scooter
contract without the usual cool down period of the decision made by
the Lead Member for Property & Regen on Mon 25th
March.
