The Reasons are:
Following a fair and
transparent open tender process, Humankind, have successfully met
due diligence and the overall response across quality, price and
social value has demonstrated that they are able to provide a
robust Family Key Worker Service for families needing ‘more
help’ in Salford.
 
Options considered and rejected
were:

·Retendering the contract at
the current value of £275,000 funded through the Adult and
Children’s pooled budget (Helping Families) was considered
and rejected due to a number of reasons. These included further
pressures this would place on the Helping Families budget, risking
planned investment in priority areas e.g. school attendance and
reducing the opportunity to use the budget to fund
innovation.

·Decommissioning the Family
Key Worker Service when the current contract ends on 31 March 2024
was considered and rejected due to a number of reasons. These
included reduction in capacity for early family help in the city,
potential break in service for families currently supported by the
service, impact on VCSE sector, impact on ability to deliver
national Supporting Families programme and risk to future
funding.

·In-sourcing delivery of the
Family Key Worker Service was considered and rejected for a number
of reasons. This included potential for increased cost and
liability, and impact on the VCSE sector.
 
On this basis a competitive
open tender exercise was deemed to be the best option for
delivering a quality service for families in Salford.
 
Assessment of Risk:
If this contract is not awarded
there may be a break in service for children, young people and
their families who need ‘more help’ to enable them to
thrive. 
 
The source of funding
is:
Adult and Children’s
pooled budget (Helping Families external programme funding) to the
value of £200,000 per annum.
