Salford City Council - Record of
Decision
I, Councillor Tracy Kelly, Statutory Deputy City Mayor and Lead Member for
Housing, Property and Regeneration, in exercise of the powers
contained within the Council Constitution, do hereby approve:
A
clarification within Salford’s Allocations Policy, to explain
that in exceptional circumstances the size of property allocated
can be reviewed and that supporting evidence may be required in
such cases.
The
Reasons are:
Following a recent application
challenge on Salford Home Search earlier this year, officers
recognised that there was a lack of clarity within Salford’s
Allocations Policy around the ability to consider exceptional
issues or personal circumstances to be taken into consideration,
when assessing the size of property to be allocated to a household,
particularly with reference to (but not exclusively) Transgender
young people.
Options considered and
rejected were: None.
Assessment of Risk: Low:
The numbers this
clarification is thought likely to impact on, is considered low
– the right to a review was always present in the policy,
this text simply provides more clarity on the issues.
This amendment helps
applicants to make informed choices and makes clearer who and how
applicants can have their personal circumstances taken into
consideration.

It is lawful for a Local
Authority to consider exceptional circumstances when specific
provisions within the Housing Allocations Policy may be amended or
disapplied in an individual case so that the Local
