Salford City Council - Record of
Decision

 

I Councillor Tracy Kelly, Deputy City Mayor, in
exercise of the powers contained within the City Council
constitution do
hereby:

 

(1) 
Approve Salford City Council entering into a grant
funding agreement with Greater Manchester Combined Authority for the
receipt of a maximum sum of £595,000 in relation to the
Brownfield Housing Fund for the Eccles New Road and
Tootal Grove affordable housing
sites.

(2) 
Delegate authority to the Executive Director Place
in consultation with the S151 officer to negotiate and finalise the
detailed financial, commercial, and contractual arrangements in
respect of the proposed grant from GMCA to the
Council.

(3) 
Authorise the Shared Legal Service to prepare all
necessary documentation and to take all steps which are required to
give effect to the above recommendations. 
 

The Reasons
are: 

Salford City Council has received a grant
allocation of £595,000 from the Greater Manchester Combined
Authority (GMCA), as part of their Brownfield Programme, to support
the unlocking of stalled, brownfield sites for housing
development.  The two sites identified
are at Eccles New Road and Tootal Grove
for the development of 35 affordable homes, including 16 move on
homes for people at risk of rough sleeping.

The above approvals allow Salford City Council to
enter into a grant funding agreement (GFA) with GMCA to enable the
grant funding to be drawn down by the council within the programme
deadlines. Receipt of the grant will support the delivery of much needed affordable
housing on two difficult sites owned by the council that have been
vacant for some time
