The Reasons are
following a fair and transparent open tender process, Healthwatch
Salford are deemed to be the most economically advantageous tender.
They scored high on quality and have demonstrated that they are
able to provide a robust Healthwatch Service for the people of
Salford.
 
Options considered and rejected
were:
Under the Health & Social Care Act 2012, Local Authorities
are under a duty to commission a local Healthwatch organisation for
their area. Healthwatch Salford was established in March 2015 and
an award of a contract to them was approved by an exception report
to Procurement Board on 24 September 2015. A number of contract
extensions followed and Healthwatch Salford have held the contract
since this date. The contract is due to end on 31 March 2024.
Therefore, the option to carry out an open tender was the only
option considered.
 
Assessment of Risk:
Healthwatch Salford is a statutory service that Salford City
Council must provide. There would be a low level of risk if there
are delays in awarding as the incumbent has been successful in the
tendering process.
 
There is a low level of risk awarding the contract as it would
ensure that Salford City Council continue to meet their statutory
duties to commission a local Healthwatch service.

is:

mainstream funding and the Local Reform and Community Voices (LRCV)
grant.
