Salford
City Council - Record of Decision
I, Councillor Youd, Lead Member for Finance, Support
Services and Industrial Relations, in exercise of the powers
contained within the Council Constitution, do hereby
approve the proposed write-off of
irrecoverable debts as outlined below: -
Council Tax
£ 928,886.76
Housing Benefit
Overpayments
£ 39,048.77
The
Reasons are:
The liabilities mentioned in the
report for write-off are irrecoverable.
Options considered and rejected were:
To leave outstanding amounts on
the accounts for a further period.
Assessment of Risk:
The write-off of irrecoverable
amounts is an essential part of account administration. The total
write-off value is for debts in this report, which are debts from
all years from years 1993 to present, as a percentage of the
council tax net collectable debit for financial year 2023/2024 is
0.54%
The
source of funding is:
The bad debt
provision.
Legal Advice
obtained:Supplied by Ashley Marks, Principal
Lawyer
I have looked at the write off report for the
period 01 July 2023 to 31 August 2023 and can confirm that the
specific write off categories are all clear and cover the most
common scenarios where the legal advice from my team
would be that the debt be written off as non-recoverable.
As regards the very large arrears for
Innovation Control Ltd, I was personally involved in the case
together with a senior Counsel.
Financial Advice
obtained:
Supplied by David Eden, Finance
Manager
There are sufficient provisions
available to cover the cost of the proposed write offs.
