Salford City Council - Record of Decision

City Mayor, in exercise of the powers contained within the City
Council Constitution and in
consultation with Cabinet do hereby approve:
Public
Consultation to begin for a period of at least 6 weeks for the
Consultation Draft MediaCity and Quayside Regeneration
Framework.
The Reasons are:
A new Consultation Draft Regeneration Framework for MediaCity and Quayside has been
prepared for the area. The framework
suggests enhancements, linking existing developments and
significant public realm to new opportunities designed to further
animate and activate the remaining development plots.
Making use of the new Salford
Quays Vision and continuing on from the highly successful early
phases of MediaCity, the new masterplan offers up the opportunity
to provide clarity on the approach to the primary area in the new
town centre designation in the Local Plan. The framework approach
has allowed the masterplan designers to look beyond the immediate
development plots and show how other opportunities can integrate to
create a more coherent high quality environment.
A number of options were
considered throughout the masterplan development with the reasoning
behind the preferred option explained in the draft
document. As well as enhancements to
the public realm and connections there is the opportunity to
provide additional homes, office floorspace, hotel and retail and
leisure floorspace, over and above those already approved through
existing applications.
Consistent with other
Regeneration Framework consultation, the draft document will be
open for comment online, with a permanent exhibition in person for
at least a 6 week period.
Overall, the Consultation Draft
Development Framework incorporates all of the lessons learned
throughout the past ten years, meets the economic challenges
post-pandemic and seeks to create a critical mass of people who
live, visit and work in the area, that will not just provide more
Salford opportunities, but also meet the challenges of creating a
green, healthy, vibrant and sustainable town centre.
Once the consultation is
concluded, there will be a period of review before the revised
final document is reported back to Cabinet for Approval.
Assessment of Risk:
Low
The
Framework is designed to comply with the new Local Plan and largely
builds from a number of known principles already accepted and
approved as part of the 2016 Planning Approval.
The
process of consultation will mirror the process carried out for
similar supplementary documents to ensure that if challenged it has
a strong, considered understanding of issues.
Risk
of overdevelopment or significant harm to residential neighbours:
Low, the changes whilst significant in planning terms are largely
within parameters already set by the previously approved planning
applications. Whilst residential numbers will increase, massing and
scale will potentially be reduced with more public realm
uses.
The source of funding is:
Funding for the consultation is provided by Peel L&P/Peel
Media.
Legal Advice obtained:
All
processes will align with the legal requirements of a framework
document with legal comments sought for the full draft. Whilst the
document will not form a Development Document, the document will be
approved by the council and with the process mirroring the
Statutory processes for a Supplementary Planning Document it can be
perceived to have a certain weight. All recommendations will be
legally compliant with the new Planning Policy and support an
understanding of an approach to those policies.

The area received the
world’s first BREEAM accredited Sustainable Community in 2011
and its longstanding commitment is evidenced by six buildings being
verified as operational net zero status in 2020 – the largest
cluster of net zero carbon buildings in the UK. In addition
Quayside MediaCity was one of the first retail destinations to
recently achieve ‘Net Zero Carbon – Operational
Energy’, in line with UKGBC’s Net Zero Carbon Buildings
Framework. MediaCity is a net zero neighbourhood and future phases
will continue to develop this philosophy from earlier delivery.
This will be in advance of targets set within the local plan.
The
MediaCity neighbourhood already
benefits from a district wide heating system which has room and
capacity to expand. Renewing the guidance for the area will be able
to highlight other areas where local plan policy has been
updated.
