I, Paul Dennett, City Mayor,
in consultation with the Cabinet and in exercise of
the powers contained within the City Council constitution do hereby:

Adopt the updated Statement of Community Involvement.
 
The Reasons arethat Salford’s first SCI (Statement of Community Involvement)
was adopted in January 2010 and partially updated in 2020 to take
into account the pandemic. The SCI document
has been fully updated for a number of reasons; to reflect changes
in legislation; to make it very clear who we will involve in
producing planning documents and when; and to remove references to
working practices during the Covid pandemic.  A new section on neighbourhood planning has been
added and some of the details relating to the operation of the
Planning and Transportation Regulatory Panel have been updated. In
addition, the document has been shortened, simplified and
restructured to make it more accessible to readers.
 
An option considered and
rejected was to not prepared a
fully updated SCI. This was rejected as it would mean that the SCI
adopted in 2010 would become increasingly out-of-date.
Assessment of Risk is
low.
The updated SCI ensures that
guidance relating to involving communities and other stakeholders
in the different planning processes (plan-making and decision
taking) is up to date and takes into account changes that have
taken place since the adoption of the SCI in 2010 (and the 2020
adopted SCI that represented only a partial update to the 2010
document) as well as any of the representations received in
response to the public consultation.
 
The source of funding associated with the SCI is from existing budgets.

The City Council has complied
with the relevant legislative requirements in the preparation and
updating of the SCI: the Planning and Compulsory Purchase Act 2004,
the Town and Country Planning (Local Planning) (England) Regulation
2012 and the Localism Act 2011, in addition to taking into account
the National Planning Practice Guidance: Plan-making.

Costs include printing and
photocopying of notices and letters, plus associated postage. There
should be few if any additional charges. A couple of hard copies of
the SCI may need to be produced - this should be sufficient due to
the extensive use of electronic communications such as Salford City
Council’s webpages, and email.
 
Charges in 2023/24 in respect
of associated items totalled £2,254 (across Development
Control Planning and Planning Other cost centres) of which SCI is
an element. These budget areas realised an overall underspend of
£14,248 in financial year 2023/24. It is envisaged that the
updated Statement of Community Involvement situation should not
affect these forecasts going forward.
