City Council - Record of Decision
I, Councillor McCusker, Lead
Member for Planning, Transport & Sustainable Development,
in exercise of the powers contained within the
Council Constitution, do hereby
approve:
The
proposed fees and charges set out in Section 2 of the report
– ‘Review of Highway Licensing Fees and
Charges.’
The
consideration of future increases on an annual basis, included in
the proposed Finance report covering all fees and charges prior to
each financial year.
The
Reasons are:
Highways Licensing Fees and Charges were last reviewed in 2015
and an exercise has taken place to review the fees
and charges associated with Highway Licensing, including a
benchmarking exercise with a number of Greater Manchester
Authorities.
A
number of proposals have been made for amendments to each license
and permit. It is hoped to implement these new charges as soon as
possible and in future increases will be considered on an annual
basis, included in the proposed Finance report covering all fees
and charges prior to each financial year.

The
last review of Highway Licenses and
Permits took place in 2015, and due to the current rate of
inflation, a review after almost nine years is
reasonable. The increase will ensure
safe and efficient network is maintained and all new opportunities
for licenses, permits and enforcement can be explored when they
arise.
