Salford City Council - Record of Decision (Cabinet)

Paul Dennett, City Mayor, in exercise of the powers contained
within the City Council Constitution do hereby approve:
An increase in budget of
£0.614m from NHS Greater Manchester ICB to deliver the
WorkWell Vanguard programme in the city
and delegate management of the programme delivery to the Director
for Skills, Work & Inclusive Economy in consultation with the
Lead Member for Skills and Work and Business Support
Services.
 
Reports will come back to
Cabinet and Salford's Integrated Care Partnership Committee on the
performance of the Work Well project within Salford.
 
The
Reasons are:
The Greater Manchester WorkWell Vanguard is to be delivered from 1st
October 2024 to 31st March 2026 with Greater Manchester (GM) being
one of 15 Vanguard pilots, and will be the biggest in the country,
supporting 8,000 people in programme worth up to £7m. The
programme will provide low intensity support people at risk of
falling out of employment due to health conditions and also those
recently unemployed and with a health condition. Following a
‘Fair Share’ modelling of the 8,000 GM beneficiaries
across GM, based on population size, an indicative total of up to
760 has been identified for Salford.

 

This is a fully funded project with WorkWell to be managed by the Skills & Work
team with governance routed through the Skills and Work Board and
the Health & Wellbeing Board.

 

It has been pre-determined that in order to meet the
funding criteria the delivery model must include health & work
coaches and there are consistent pan-GM metrics and processes to
follow, but other than that flexibility within each local authority
area to design a model most appropriate for the area. Salford will
aim to deliver by building on the sound foundations already in
place and funding additional capacity in the Employment Hub, Health
Improvement Service, WellBeing Matters
and other local services.

source of funding is:
Funding will be paid
from Department of Work and Pensions (DWP) to NHS GM quarterly in
arrears, with the same arrangement in place from NHS GM to SCC.
 
Funding will be paid from Department of Work

arrangement in place from NHS GM to Salford City Council. The
funding will have two elements: 1) a fixed service delivery fee
calculated on proposed number of people supported and 2) an output
fee based on actual number of people who received support
(completed assessment and action plan). £800 is paid per
participant in 2024/25 and £811 per participant in 2025/26
which is calculated 60% basic funding on agreed numbers and 40%
based on actual participants
