I,
Councillor Mike McCusker, Lead Member for Planning, Transport and
Sustainable Development in exercise of the powers contained within
the Council Constitution, do hereby:
 

Authorise the implementation of the Traffic
Regulation Order below in the modified form,

as set out in the report.

The Reasons are: That the necessary
action be taken under the Road Traffic Regulation Act 1984 to
advertise the intention to make the Traffic Order to introduce City Of Salford (A666 Manchester Road) (Prohibition Of
Waiting) Order 2024. Implementation of this order will promote
safer traffic flow. The restrictions would improve visibility for
pedestrians and vehicles at the crossing. It will also stop cars
parking close to the crossing, which will assist in the general
highway safety for all road users.
 
Options considered and rejected were: Officers investigated the possibility of introducing limited
waiting restrictions adjacent to the pedestrian refuge coinciding
with the school peak times but this was not taken forward as the
visibility splays for the pedestrians need to be maintained at all
times as the crossing point is used by regular commuters at nearby
bus stops, children from Clifton Primary School and Church
attendees. 
 
Assessment of Risk: The scheme has
been designed in accordance with the Traffic Signs Manual and
Traffic Sign Regulations and General Directions 2016. The scheme
will contribute to improving the safety of all highway
users. 
 
The source of funding:
The scheme is funded by Swinton & Pendlebury Highways Devolved
Budget 2024-2025
 
Legal Advice obtained: The Council, by
virtue of the Road Traffic Regulation Act 1984 can introduce orders
to manage traffic. Where Traffic Regulation Orders are required,
they should not give rise to any particular legal implications,
provided the works and procedures are carried out in accordance
with the relevant statutory requirements, which would include the
consideration of any objections to a proposed Traffic Regulation
Order.
