Purpose

Urban Design and Building Services are responsible for the design and maintenance related services to over 200 major sites comprising Schools, Public Libraries, Sports Facilities, Community Centres, Day Centres, Youth Centres, Office Accommodation and Public Open Spaces. Included within this responsibility is the safe removal and treatment of Asbestos.

The current arrangements for Asbestos works would expire on 31 December 2023.

Tenders for contract renewal were publicly advertised in accordance with Public Contracts Regulations 2015. Following the tender closure deadline seven (7) compliant bids were received and evaluated by officers from UDBS and Procurement Services in accordance with the stated criteria

Decision

  1. 1 That the tender submitted for Asbestos Removal and Related Services by Insulation Contracting Services Ltd be accepted.

    1.2 That in connection with 1.1 above, the Monitoring Officer enters into an appropriate form of contract with Insulation Contracting Services Ltd.

Reasons for the decision

A licensed asbestos removal contractor is required to provide various highly specialist services associated with the management of asbestos, and the Council’s current arrangements for Asbestos works are due to terminate on the 31 December 2023.

Tenders were sought on a most economically advantageous basis, including a quality assessment, with the tender values based on a nominal schedule of quantities.

Alternative options considered

Failure to have a call off contract in place, would require all works to be individually procured in line with both the Public Contracts Regulations 2015 and the Council’s own Contract Procedure Rules 2022. Given asbestos works can be urgent, this would raise the risk of restrictions to service delivery due to buildings either being closed or partially closed for extended periods. It would also significantly reduce the ability to influence the quality of appointed contractors, which could directly affect the delivery and standard of works.
