9.1

The Economic Development and Skills Committee
received a report which identified the areas of the Sheffield
Growth Plan within its remit and recommended policy areas for the
Committee to consider over the coming year. The Committee were
informed that these recommendations would then be used to inform
the Work Programme.

 

 

9.2

RESOLVED UNANIMOUSLY: That the Economic
Development and Skills Policy Committee:
 

a)   
Note the parts of the Growth Plan which have been identified as
falling within the Committee’s remit

b)   
Approves the list of policy areas for the Committee to consider
over the next year that will be incorporated into the
Committee’s Work Programme

 

 

9.3

Reasons for Decision

 

 

9.3.1

Sheffield has
ambitious plans for the future of its economy which are now
articulated in the Sheffield Growth Plan. The Economic Development
and Skills Policy Committee will play a crucial role in the
plan’s delivery. This report has outlined which aspects of
the plan fall within the committee’s remit and has identified
the key projects and workstreams that the committee should consider
over the coming year. This will drive the delivery of the Growth
Plan and ultimately help to achieve the plan’s
outcomes.

 

 

 

 

9.4

Alternatives Considered and
Rejected

 

 

9.4.1

Alternative Option 1: Given that the Growth Plan approval
sits within Strategy and Resources Policy Committee’s remit,
leave the oversight of delivery to that committee This option was
rejected because as well as going against the recommendation made
by Strategy and Resources Policy Committee when it approved the
Growth Plan, it also does not take account of both Economic
Development and Skills and Transport, Regeneration and Climate
Policy Committee’s role in the plan’s delivery which
fall almost entirely within the two committee’s remits.
Identifying what falls within each committee’s remit and
aligning this with the committee work programme will help to drive
delivery and create more coherency between the different
workstreams.

 

 

9.4.2

Alternative Option 2: Rather than align with the work
programme, have a one-off ‘Growth Plan Update’ report
that summarises activity against the parts of the Growth Plan that
fit within the EDS Policy Committee remit. Page 68 This option was
rejected because it was considered more effective to integrate EDS
Policy Committee’s role in Growth Plan delivery into its work
across the year. This would allow more detailed understanding and
scrutiny of projects and issues.
