14.1

The Committee
considered a report of the Executive Director of Neighbourhood
Services which requested the grant of a licence to the Hillsborough
Walled Gardeners group, to allow community-based events and
activities, and to enable the group to apply for a Community Green
Flag Award.

 

 

14.2

RESOLVED
UNANIMOUSLY: That the Charity Trustees Sub-Committee:
-

(a) 
Notes the contents of?the
report;?

(b) 
Agrees that approving?a licence for Hillsborough Walled Gardeners
to maintain and improve the Walled Garden, and to hold a small
number of community events, to support the group’s
aspirations to secure a Community Green Flag Award, is in the?best
interest of the Hillsborough Park
Charity.?

(c) 
Being satisfied it is in the best interest of the Hillsborough Park
Charity, approves?the granting of a licence for Hillsborough Walled
Gardeners for use of the Walled
Garden.?

(d) 
Authorises the Head of Property Services to finalise a

Reasons for
Decision

 

 

14.3.1

The charitable objective of Hillsborough Park
Charity is “the provision and maintenance of a public park
and recreation ground in Sheffield for the use of members of the
public resorting thereto with the object of improving their
conditions of life.”

 

 

14.3.2

Granting a licence to Hillsborough Walled
Gardeners for the use of the Walled Garden for community events and
to support their application for a Community Green Flag Award is
considered to be in the best interests of the Charity and
consistent with its objectives.

Alternatives Considered and
Rejected

 

 

14.4.1

Do Nothing
Reasons for rejection: This could have
potentially detrimental effects for the objects of the Charity
regarding the maintenance of the site and opportunities for
improving people’s condition of life. Not granting the
licence would potentially demoralise the group, risking the
maintenance they undertake of the Walled Garden and would inhibit
their planning and future community events on
