Purpose

To procure of a contract for the supply of
hand, small plant,
power and grounds maintenance tools to support council services
in undertaking their work.
This proposed contract will include on-going
provision for the supply of various tools for the Repairs and
Maintenance service, Transport Services and grounds maintenance
tools for use by Parks and Countryside.

Content

Provide authority for the procurement of a
contract for the supply of hand, small plant, power and grounds
maintenance tools to support council services in undertaking their
work for a period of up to 4 years with an estimated value of
£1.1 million.

Reasons for the decision

The decision will ensure the
Council will continue to have access to a supply of hand, small
plant, power and grounds maintenance tools. The procurement of the
contract will ensure the Council is operating in accordance with
the Procurement Act 2023

Alternative options considered

1.       Do nothing and allow
the current contract to expire.

This option has been excluded
as there is a requirement for the provision of hand, small plant,
power and grounds maintenance tools and we have a legal duty to
procure a contract for its supply.

2.       Self-deliver

Self-Deliver - this is not an option; the
Council has not the capacity or facilities to supply its own hand
tools and small plant equipment.

3.        Further extend
existing contract

This is not an option under the terms of the
current contract. As ever, Council must adhere to the Procurement
Act 2023 (PA23) thus further variations (value and duration) are
not deemed easily reconcilable with the provisions set out within
PA23.
