The Committee considered a report which contained a review and update of the Housing Policy Committee Climate Statement for 2026/27, including a summary of the Housing Service’s 2026/27 energy efficiency and decarbonisation work programme.

RESOLVED UNANIMOUSLY: That the Housing Policy Committee:-

a)    Approve the 2026/27 Housing Policy Committee Climate Statement as the Committee's strategic framework for supporting the Council's climate objectives and housing decarbonisation priorities.

Reasons for Decision

1. 3.1

Approval was recommended so that the Housing Policy Committee had an up-to-date strategic framework setting out how housing services will contribute to the Council's climate objectives during 2026/27. The updated Statement provided a clear link between strategic commitments and the annual programme of delivery, supports transparent oversight of priorities and progress, and brings together activity intended to reduce emissions, tackle fuel poverty, improve residents' health and wellbeing, strengthen climate resilience and improve the quality and sustainability of homes across Sheffield.

Alternatives Considered and Rejected

1. 4.1

Alternative Option 1: Retain the previous Climate Statement without an annual update.

This option was not recommended because it would not reflect the current policy context, delivery programme, funding opportunities or priorities for 2026/27, and would provide the Committee with a less effective basis for oversight and decision-making.

Alternative Option 2: Present the Housing Energy Efficiency and Decarbonisation Work Plan separately from the Climate Statement.

This option was not recommended because incorporating the work plan within the Statement provides a clearer connection between the Committee's strategic climate commitments and the practical activity being delivered, while enabling both to be reviewed together.
