Purpose

To seek a decision regarding the implementation of the double yellow line parking restrictions and the removal of a section of 40mph speed limit, replaced with 30mph Restricted Road speed limit, on Abbey Lane.

Authorise the implementation of the double yellow line parking restrictions and the removal of a section of 40mph speed limit, replaced with 30mph Restricted Road speed limit on Abbey Lane.

Reasons for the decision

The wider pedestrian Accessibiiity scheme is designed to provide crossings and safer walking facilities on Abbey Lane and Ecclesall Woods. This in turn promotes healthier lifestyles whilst encouraging vibrancy in local areas and supports access to public transport.

The proposed double yellow lines will formalise parking, reduce obstructive parking and protect the grass verges. The reduction in speed limit for a short section of Abbey Lane is to protect the new proposed Pegasus Crossing and slow traffic on the approach, making it safer for pedestrians to cross.

Alternative options considered

The only alternative is to not introduce any parking restrictions to support the new pedestrian crossing facilities within the full scheme. This is not considered to be an acceptable option for this location as the proposed crossings alone on Abbey Lane would not provide the required amount of safety measures, including sufficient visibility and space for both pedestrians and drivers. The measures proposed will contribute to pedestrian safety by improving visibility at crossing points and the disabled parking bays and prevent obstructive parking. The proposed parking restrictions will also protect both the upper and lower Abbey Lane/Whirlowdale Road junctions.

Without the introduction of the parking restrictions, outlined in this report, all road safety and accessibility issues, for both pedestrians and vehicles, will remain.
