To refuse permission against officer
recommendation based on the following reasons:

By virtue of the unsympathetic materials and extent of hard
surfacing proposed, the development would have a significant
adverse impact upon the character and appearance of the site and
area. The development would therefore be contrary to Policies NH1
and NH2 of the West Somerset Local Plan and the provisions of
Section 5.16 of the District Wide Design Guide (2021) and Section
16 of the National Planning Policy Framework.
 
By virtue of the unsympathetic materials and
extent of hard surfacing proposed, the development would
unacceptably harm the historic environment.  It would have a
significant adverse impact upon the setting of listed buildings 1 and 2 Church
Farm Cottages, the Church of St Michael and the associated
Churchyard and boundary wall. It would also fail to conserve the
character and appearance of Higher Town
Conservation Area. The development would therefore be
contrary to Policies NH1 and NH2 of the West Somerset Local Plan
and the provisions of Section 5.16 of the District Wide Design
Guide (2021) and Section 16 of the National Planning Policy
Framework.
