RESOLVED
 

The Committee
reviewed, scrutinised and commented on the DRAFT Executive Report,
its associated business case and its recommendations in advance of
consideration by Executive on 1 October 2025 (Annex A).

The Committee
considered whether any additional recommendations should be made to
the Executive and stated that the Pay and Grading review should
consider the grading of the key roles within the project and review
in relation to the importance of this initiative.

The Committee
considered any additional risks or issues that Scrutiny believe
executive should consider in advance of consideration by Executive
on 1 October 2025 (risk log) and stated that it was important that any changes to government policy or
legislation must be taken into account.

The Committee
endorsed that progress on this programme of activity is reported
along with the council’s transformation programme but also
that a quarterly report should come to the Scrutiny Committee on
the progress of the project and use of AI. (8 votes in favour, 2
against)
