Having been duly proposed and seconded, the
Executive Resolved to:-

1)   
Agree the Policy Governance Framework for housing-related policies,
establishing a tiered approach to policy approval, including
delegated authority as follows:
·      
Tier One policies (required by the Regulator of Social Housing)
would be approved by the Executive Committee.
·      
Tier Two policies to be delegated for approval by the Executive
Lead Member with responsibility for the Housing Revenue
Account.
·      
Tier Three policies to be delegated for approval to Head of
Housing, Income and Tenancy Management and the Head of Housing
Property on behalf of the Council, along with Directors and Heads
of Service from Homes in Somerset in consultation with the Director
of Community, Place and the Economy and the Executive Lead Member
with responsibility for the Housing Revenue Account.

2)   
Agree the proposed framework attached at Appendix A that note the
involvement of key stakeholders in the creation of policies.

3)   
Agree the list of policies recommended for each Tier as detailed in
Appendix B.
