The Scrutiny Corporate and Resources Committee
RESOLVED that the Executive accept delegated authority to set
Housing Revenue Account (HRA) rents, fees and charges, and approve
the service charge policy, to ensure statutory notice periods and
operational timelines are met without incurring additional costs or
out-of-hours working.
The Scrutiny Corporate and Resources Committee
also RESOLVED to request from the Executive to:
1)
Provide Scrutiny with early sight of any proposed changes to HRA
rents, fees and charges, and ensure quarterly updates include clear
forecasts of underspends, reserves position, and major works
commitments.
2)
Report back on the refreshed 30-year HRA Business Plan, including
how the Council will balance new build ambitions, retrofit
requirements, and Energy Performance Certificate (EPC) compliance
by 2030 within available resources, highlighting any risks to
affordability.
