By four
votes for (Councillors Bradnam, A Cahn, Fane, Hawkins) and three
votes against (Councillors Handley, Rixon and H Williams) the
Committee approved the application in accordance with the
officer’s recommendations and associated informatives subject
to:
 

(i)      the planning conditions as
set in the agenda report, with minor amendments to the conditions
as drafted delegated to officers;

(ii)      an additional condition
requiring a parking management plan;

(iii)    
an additional condition to remove permitted development rights for
external alterations relating to windows and doors; and

(iv)     a
legal agreement (s106) dated 26th April 2024 agreed under planning
application 23/01150/FUL.
