seven votes in favour (Councillors H Batchelor, Bradnam, A Cahn, M
Cahn, Fane, Garvie, Redrup) and three
votes against (Councillors Sandford, H Williams and R Williams),
the committee approved the outline application subject
to:
·      
the conditions set out in the Officer’s report
with minor amendments to the conditions as drafted delegated to
officers; and
·      
the satisfactory completion of a Section 106
Agreement which includes the Heads of Terms (HoT’s) as set out in the Officer’s
report with minor amendments to the Heads of Terms as set out
delegated to officers; and
·      
an additional condition requiring a road condition
survey to be undertaken prior to the commencement of any works and
restoration of the road to the standard identified in the survey
once construction of the development had been
completed.
