Councillor Eileen Wilson withdrew from the committee as a
planning committee member and participated in her capacity as a
ward councillor.
 
By unanimous vote, the
Committee refused the application for the following
reasons:

·      
The proposed development has failed to demonstrate,
through the submitted Flood Risk Assessment and Drainage Strategy,
that the flood compensation measures would be able to fully
mitigate surface water flooding impacts upon the adjacent
neighbouring properties and surrounding areas. As such, the
proposal is not in accordance with paragraph 181 of the NPPF and
Policy CC/9 of the South Cambridgeshire Local Plan 2018.

·      
The proposed development, by reason of the location
of the amenity space within the 1:30 and 1:100 surface water
flooding risk event, would fail to provide acceptable amenity space
for the future occupiers. As such the proposed development would
fail to comply with policy HQ/1 of the South Cambridgeshire Local
Plan 2018.
